Fostering Safety Culture for Excellence.

It is matter of fact that safety culture is considered as a resource to provide nuclear safety. Strong safety culture makes nuclear industry organizations more resilient in addressing modern challenges.

ROSATOM CICE&T is a leading ROSATOM organization in the field of safety culture. It consults nuclear facilities personnel on safety culture management applications, develops training courses and implements training on safety culture issues.

From 1st to 5th February 2016 ROSATOM-CICE&T held training seminar on “Safety Culture in nuclear facilities”. Fifteen trainees from the following ROSATOM divisions were participated: fuel, nuclear weapon complex, project and reprocessing of nuclear waste. Fennovoima Oy experts Mr. T.Reiman and Mr. V.Kobzev shared experience in Safety Culture improvement activity. Mr. S.Isakov, Safety Culture manager of JSC “Rusatom Energo International” (http://www.rosatom.ru/rusatom_overseas) informed about Safety Culture improvement programme implementation in frames of “NPP Hanhikivi-1” project.

The following topics were considered:  modern concept of Safety Culture in nuclear industry;  importance of Safety Culture enhancement, ROSATOM activity in Safety Culture improvement;  human factor role in providing of safe nuclear energy use;  best international practices in Safety Culture management;  tools to assess an organization Safety Culture level;  Finnish legislation and Fennovoima Oy requirements in Safety Culture area.

The Seminar culminated in a special Work Planning Meeting participated by representatives of ROSATOM-CICE&T, Fennovoima Oy and  JSC “Rusatom Energo International”. The participants elaborated on the detailed plan to implement training activities designed for senior &middle level managers and safety culture specialists involved in the Hanhikivi-1 project. The coming trainings will emphasize cross-cultural issues interrelations between culture and leadership effectiveness.
