Participation of representatives of Rosatom – CICE&T in Directors’ and Governing Board Meetings of WANO- Moscow Center in China

The Directors’ and Governing Board Meetings of the Moscow Regional Center of the World Association of Nuclear Operators (WANO-MC) which includes the companies operating the NPPs in Russia, Ukraine, Armenia, the Eastern Europe, Finland, Iran, India (Kudankulam) and China (Tianwan) was held on October 16th at Tianwan Nuclear Power Plant in the People’s Republic of China. Rosatom – CICE&T without being formally a member of WANO was invited for the purpose of discussion of possible directions of cooperation. As the director of WANO-MC M.V. Chudakov noted, the alternation of NPP personnel generations and development of nuclear power in embarking countries induced WANO to concentrate attention to the activities in the field of knowledge management and safety culture. Thereupon experience of Rosatom – CICE&T becomes interesting for WANO-MC and in 2014 it is supposed the joint development of training materials and performing several training sessions in the specified areas for WANO experts participating in peer review missions.

After the Fukushima accident, within the framework of WANO special Commission was created focusing the reforming of this organisation. From this point, besides accident prevention, the attention of WANO has been also concentrated on accident mitigation. There has been developed a number of recommendations among which the Recommendation № 1 concerns expansions of volume of programs of WANO, including, besides others, emergency preparedness (EP) and severe accident management (SAM), and the responsibility for SAM Project has been assigned to WANO-MC. The SAM Project assumes development of the general standard on maintenance and increasing of readiness level of NPP to efficient severe accidents control. It is obviously important to include corresponding modules in training programs which Rosatom – CICE&T implements for specialists of national nuclear infrastructure from embarking countries as well as in new advanced university nuclear engineering courses which are under development in Far East Federal University in cooperation with Rosatom – CICE&T.
