On the 21 of April Rosatom Central Institute for Continuing Education&Training (ROSATOM-CICE&T)has organized a visit of delegation of the Research and Education Center for Labor Protection and Industrial Safety at the Belarusian State University (BSU). Vice-Rector for Social & Economic Development Mr. Mikhailuk and Director of Training Programmes Ms. Gorbacheva participated in this visit. The subject of discussion was the establishment of cooperation for the preparation of contractors involved in the construction of the Belarusian Nuclear Power Plant to obtain permission from the national regulatory authority to conduct the on-site activities. This visit was organized in the framework of the Memorandum of Understanding between BSU and ROSATOM-CICE&T, signed in March 2009.
It is important to notice that cooperation between ROSATOM-CICE&T and Belarusian organizations is mutually beneficial. ROSATOM-CICE&T is currently positioned as the main instrument to consolidate Russian HRD activities in support of nuclear infrastructure development in newcomer countries. Experience of the Republic of Belarus could be used by other countries. That was confirmed by interest caused by reports of Mr. Barkun (Deputy Director – Head of UKS “Directorate for NPP Construction” Energy Ministry of Belarus) and Mr. Galanchuk (Deputy Chief Engineer – Head of Production and Operational Department of the “Belarusian Nuclear Power Plant”) at the IAEA Technical Meeting on Becoming a Knowledgeable Customer organized in ROSATOM-CICE&T from 7 to 12 April 2014.
Development of the Belarusian national nuclear infrastructure was a subject of a special lecture from Ms. Dulinets (Head of International Cooperation Department of the Energy Ministry of Nuclear Energy of the Republic of Belarus) at the meeting of Russian experts on nuclear infrastructure, organized in ROSATOM-CICE&T on December 2012. Human capital development to support national nuclear power program is the main target of this cooperation. Memorandums of Understanding with two Belarusian universities – Belarusian State University of Informatics and Radioelectronics (BSUIR) and International Sakharov Environmental University (ISEU) were signed in 2013. Scientific visit of Ms. Dulinets in April 2013 was devoted to HRD planning. ROSATOM-CICE&T traditionally provides a platform for the national nuclear infrastructure specialists’ training of the Republic of Belarus. In particular, Head of Physical Protection Department “Directorate NPP Construction” Mr. Zholudev participated in The International Forum on Nuclear Safety Culture on 4-5 December 2013. Furthermore, it has become a tradition to organize group training for the staff of Belarusian universities led by Prof. Timoschenko (ISEU; now BSU) (http://rosatomtech.com/?p=487).
