ATOMEXPO International Forum is the biggest forum on nuclear technologies that is held in Russia annually and provides platform to discuss the topical issues of nuclear development. It is contributed by the global leaders of the nuclear power sector. The goal of the Forum is to promote international cooperation between the Russian Federation and the countries of Latin America, Pacific Asia, Africa, Central and Eastern Europe in the field of nuclear power, and to discuss Russia’s proposal on developing national energy programmes.
ROSATOM-CICE&T had the honor to be invited to organization of three Round Table discussion on the (1) «Methods and Mechanisms of International Cooperation to Support Education&Research for Sustainable Nuclear Power Development», (2) «Integrated Solution for Personnel Training and Development of Nuclear Infrastructure for National Nuclear Power Programmes» and (3) «Development of Knowledgeable Customer and Project Teams in Support of NPP Construction Abroad». These themes are all in lines with the mainstream of ROSATOM-CICE&T activities in providing the HRD support to nuclear infrastructure development for the countries embarking on or expanding the existing nuclear power programmes.
The round table discussion «Methods and Mechanisms of International Cooperation to Support Education&Research for Sustainable Nuclear Power Development» was co-chaired by Advisor to General Director, the former DDG IAEA Dr. A.Bychkov and Prof. Artisiuk (ROSATOM CIVE&T). The discussion was focused on the potential of international cooperation of R&D Centres and universities for developing common approaches in building up engineering and scientific competencies in nuclear energy. Representatives from State Atomic Energy Corporation Rosatom (Advisor to General Director, the former DDG IAEA Dr. A.Bychkov), National Research Nuclear University MEPhI) Prof. G Tikhomirov), ROSATOM-CICE&T (Prof. V.Artisiuk), Russian Science Foundation, (Dr. S.Surov) Politecnico di Milano (Prof.M.Ricotti), European Nuclear Education Network Association (ENEN) (Prof.W.Ambrosini), Viet Nam Nuclear R&D institute – VINATOM (Prof. Cao Dinh Thanh) and Institute for Safe Development of Nuclear Power of Russian Academy of Sciences (Dr.A.Kiselev) shared their views, experience and best practices in international cooperation.
The second round table entitled «Integrated Solution for Personnel Training and Development of Nuclear Infrastructure for National Nuclear Power Programmes» was organized by ROSATOM HRD Director Ms. Terentyeva and co-chaired by Hungarian Government Commissioner for Enlargement Paks NPP Prof. Attila Aszodi and Prof. V.Artisiuk. Panel discussion was contributed by the world famous leaders of national emerging nuclear power programmes Prof. Kamal Araj (Deputy Chairman of the Jordan Atomic Energy), Prof. Hoang Anh Tuan (General Director of the Vietnam Atomic Energy Agency), Prof. Mr. Mohammed Monzurul Hawk (Member of the Atomic Energy Commission of Bangladesh in Engineering), Prof. Simon P. Mallam (Nigerian Atomic Energy Commission. Also contributed in the panel discussion the leading safety culture specialist from the IAEA Ms. Monica Haage, Prof. O. Nagornov (MEPhI) and Mr.E.Salkov (JSC “Overseas Service”). Panelists identified two the most challenging issues in developing new nuclear power programmes – development of the HRD strategy and long time period (more than 10 yrs) to be scheduled for HRD prior to the startup of the first NPP in newcomer state. Emphasis was made on the fact that the main responsibility for development and implementation of the HRD strategy is on the side of NEPIO (Nuclear Energy Programme Implementing Organization). Panel discussion was followed by presentation on the specific cases of HRD implemented in ENEN (General secretary of ENEN Dr. Pedro Porras), University of Buenos Aires (Prof. Gerardo Quintana), Nuclear Power Institute of Texas A&M University (Dr. Natela Ostrovskaya), French Institute I2EN (Prof.Barbalat Claude) and Finnish Nuclear Association (Executive Director Ms. Leena Jylhä).
The third round table discussion «Development of Knowledgeable Customer and Project Teams in Support of NPP Construction Abroad» was organized in cooperation with the Branch of the Centre for Capital Construction (BCCC) of the State Atomic Energy Сorporation “ROSATOM”. The discussion was co-chaired by BCCC Deputy Director Mr. P. Stepaev and Director of Centre for Construction of the St Petersburg Branch of ROSATOM-CICE&T Dr. S.Fedorov.
During discussion experts formulated main recommendations for training of knowledgeable customer (by which they refer to the operating organization at the stage of NPP construction) and project team of organizations involved in NPP construction, generalized the experience gained in the implementation of foreign construction of large processing facilities and discussed issues of international cooperation and strategic partnership with the IAEA. The IAEA was represented by Mr.Benoit Lepouze.
Experts made a conclusion that only timely and detailed elaboration of draft contracts, clear guidance of licensing and methodical activity in combination with training of knowledgeable customer and providing technical support to contractors at all levels will help to avoid financial and reputational losses in implementation of NPP construction projects in newcomer-countries. Furthermore, they noticed the importance of investigating an international experience and the IAEA approaches in the field of construction of nuclear facilities, issues of developing of national nuclear infrastructure, as well as the formation of international project teams for the implementation of infrastructure projects abroad.
