In April 2013 CICE&T was visited by L.V. Dulinets, Head of the Department of international cooperation, personnel training and information provision, Division of Nuclear Energy, Ministry of Energy of the Republic of Belarus. In the pool of Russian experts selected by JSC “Rusatom Overseas” for providing support to recipient countries in building nuclear infrastructure elements, CICE&T staff is responsible for human resource development. In this context, the IAEA Secretariat suggested that CIC&T would host L.V. Dulinets in order to discuss development and implementation of the programs for human resource development.
As part of this visit, meetings were organized with representatives of CICE&T and Rosenergoatom. The issues discussed during the meetings were highly relevant for establishing the nuclear power in the Republic of Belarus. These include:
- CICE&T capabilities and expertise in personnel training for newcomer countries (Yu.N.Seleznev, Rector of CICE&T; V.V. Artisyuk, Vice-Rector for Foreign Affairs; R. Kritskiy, Deputy Director of International Center for NPP Personnel Training). The discussion, in particular, concerned the Basic Training Course on Nuclear Safety and Technology which was developed for the regulatory body of Vietnam and is 540 academic hours long. This course is intended, among other things, to acquaint foreign trainees with the Russian computer codes used for safety analysis with respect to NPPs with VVER reactors. Another course considered was “The Use of Software Modeling for NPP Safety Analysis. Practical Training on a Software Package ”Raduga-EU”, the length of this course is 158 academic hours and it was developed on request from the regulatory body of Vietnam. Both courses were put together in close cooperation with the Scientific and Technical Center for Nuclear and Radiation Safety, Institute for Nuclear Safety, Design Bureau “Hydropress” and Institute of Physics and Power Engineering.
- The system for training and upgrading the qualification of NPP personnel existing in Russia, management of human resources, the information support system to planning of personnel training in the countries embarking on development of nuclear power programs (S.P.Aksienko, expert from Rosenergoatom, F.I.Karmanov, chief specialist of CICE&T).
