Developing a nuclear workforce with the required legal and regulatory frameworks is one of the main challenging factors facing the development of an adequate nuclear infrastructure in new nuclear countries. In addressing this issue Vietnam Agency for Radiation and Nuclear Safety (VARANS) is enforcing cooperation with Russian organizations. On 19, November the second group of Vietnamese specialists has started training on Nuclear Safety in Russia. The first one started on 17, September for basic course “Safety of Nuclear Technologies” . This time VARANS selected the introductory course on The Use of Analytical Simulators for Nuclear Safety Study. The course has been jointly developed by Central Institute for Continuing Education&Training (CICET) and Scientific and Engineering Centre for Nuclear and Radiation Safety (SEC-NRS).
Basics of VVER technology and NPP systems will be given by the specialists of International Training Centre of CICET within one week followed by practical exercises with analytical simulator “RADUGA” in SEC-NRS within the next three weeks. It is worth noting that the CICET part of the course was designed by young trainers whose personal career is focusing the development and implementation of technical courses for foreigners. CICET is implementing the train-the-trainers programme to train the new generation of trainers capable to transfer knowledge and competences in multicultural environments. The criteria of their selection were basic education in nuclear engineering, job experience in international companies and fluent technical English. Prior to current job assignment they acquired practical experience in the training course development at NPP Training Centres under the guidance of experienced experts and instructors, participated in assisting the series of courses provided by CICET for specialists from new nuclear countries. It is assumed that further on these young instructors well contribute into establishing training programmes in Training Centres in recipient countries.
