Due to the fact that the stock of orders of the State Atomic Energy Corporation ROSATOM contains the title establishing documents on the construction of more than 20 power units outside of Russia, the Russian training system readiness to meet the challenges of globalization becomes a topical issue. With the aim of discussing this issue in ROSATOM-CICE&T, Obninsk, on September 10 – 11, 2015 the Strategic Session was held at the request of the State Corporation ROSATOM, where the issues of training three categories of foreign personnel were discussed t:
- personnel of a national nuclear infrastructure (NI);
- building and installation personnel of a local contractor;
- operating personnel of NPP.
The meeting was attended by the representatives of the State Atomic Energy Corporation ROSATOM, OJSC Concern Rosenergoatom (including the Project Office for Nuclear Infrastructure Development and Balakovo NPP Training Centre), ROSATOM-CICE&T, Branch of the Centre for Capital Construction (BCCC) of the State Atomic Energy Сorporation “ROSATOM”, Training Center for Employees of the Building and Installation Complex of the Nuclear Industry, CJSC TEKHEXPORT, JSC Rusatom Service, JSC Rusatom Overseas (RAOS), JSC Atomtekhenergo, NRNU MEPhI.
The head of the Strategic Session V.V.Karezin (ROSATOM) set tasks for the working groups on the basis of the existing road map for commissioning of the nuclear power capacities to determine:
- personnel training risks;
- dynamics of staffing by category;
- processes of personnel training;
- personnel training management system.
As a result of discussions on the above issues the Strategic Session worked out a number of decisions that will provide the basis for the development of the Programme of the State Corporation ROSATOM in the area of personnel training in support of the Global Expansion of the WWER Technology Platform.
