An IAEA workshop on Human Resource Development Strategy of Vietnam including Nuclear Training Programme using simulators was held in Hanoi from 18 – 21 October 2011 in the framework of the IAEA Technical Cooperation Programme. Many important subjects were discussed with senior managers and personnel of key organizations involved in the Vietnam nuclear power programme. Those organizations included the Vietnam Atomic Energy Agency (VAEA), the Ministry of Education and Training (MOET), Operating Organization ‘Vietnam Electricity” (EVN), Vietnam Agency for Radiation and Nuclear Safety (VARANS), Technical Support Organization (VINATOM), Nuclear Training Centre (NTC / VINATOM), and Universities and Academia (INST, ITRRE, HUST, EPU).
The workshop has addressed such important areas as: key considerations for human resource development for a nuclear power programme; management vision for the training of NPP personnel; requirements for and experience in assuring personnel competence, recruitment, selection, training, qualification and authorization of personnel; use of simulators and modeling tools in support of a nuclear power programme; systematic approach to training; experience in development, supply, management and use of simulators for NPP personnel training and authorization; support needed and worthwhile from NPP Vendor countries; status and progress in the development of human resources for various organizations involved in the Vietnam nuclear power programme. That interactive workshop – using fruitful discussions – has particularly assisted Vietnam Colleagues to understand and further develop national requirements for the integrated management of human resources and workforce planning, as well as NPP personnel training and establishment of a reliable comprehensive national training system.
Three IAEA experts were involved including Alexey Kazennov and Alexandr Kroshilin, the Russian Federation, and Cristian Tiron, Romania. The international experiences, including Russia’s experience, were widely presented and appreciated by the workshop participants. It should be mentioned that the expert mission was led by Alexey Kazennov who is a consultant to the senior managers of the Central Institute for Continuing Education and Training (CICET). Participation of experts from the Russian Federation is one more evident indicator of existence, recognition and use of Russia’s valuable experience in developing human resources and personnel training for nuclear power programmes.
