The visit of the delegation from the Socialist Republic of Vietnam to the Central Institute for Continuing Education and Training

On 8 April CICE&T led by Rector Yu.N. Seleznev hosted the delegation from the Socialist Republic of Vietnam. This visit of the Vietnamese delegation to Russia was organized in response to the request from the IAEA Secretariat and was intended to hold a discussion about the development of human resources and the national training system for the nuclear power sector. The delegation from Vietnam was led by the Deputy Minister for Science and Technology Mr. LE Dinh Tien. It is worth noting that representatives of JSC “Rusatom Overseas” were also involved in the meeting.

During the meeting, Yu.N.Seleznev informed about the preparedness of CICE&T to train the personnel for the nuclear infrastructure in Vietnam. Results of training the Vietnamese specialists in 2012 were reported. The concept for NPP personnel training was shared by the Russian side, and a new software product for human resource planning was presented for the country embarking on the nuclear power program.
In turn, General Director of Vietnamese Agency for Radiation and Nuclear Safety Mr. VUONG Huu Tan and Vice President of Electricity of Vietnam Mr. Mr. NGUYEN Cuong Lam made a joint presentation on the nuclear power programme in Vietnam.
The heads of the Russian and Vietnamese delegations noted with appreciation the progress in the bilateral relationship with respect to NPP construction in Vietnam, as well as personnel and advanced training for the nuclear industry of Vietnam. It was agreed that as recommended by the 2012 INIR IAEA mission, cooperative efforts should be initiated for long-term planning of personnel training for the nuclear infrastructure, including 19 infrastructure elements and different levels of human resources (top management, middle level management, personnel, students).
The visit the Vietnamese delegation set the stage for a series of meetings to be held in the Russian Federation. Negotiations with Rosatom and Rostechnadzor are in the pipeline.
