International cooperation

The IAEA has outlined 19 milestones in the development of a national infrastructure for nuclear power. One of them is human resource development, which determines nuclear power industry safety and efficiency in the country. For this reason, an International Center for Personnel Training was founded on the basis of the Central Institute for Continuing Education & Training (CICE&T, current name Rosatom Technical Academy) in 2010 in Russia.

In 2011 the IAEA, CIC&T and JSC Concern Rosenergoatom signed practical agreements on collaboration in specialists training in the field of nuclear infrastructure and NPP operation within the 55th IAEA General Conference. The whole further activity of the International Personnel Training Centre followed from these agreements. Since 2010 more than 1500 nuclear infrastructure specialists from 45 countries received training here. Training courses, technical tours, scientific schools are held jointly with the IAEA. Contacts are expanding with WANO, the World Nuclear University, the Nuclear Energy Agency of the Organization for Economic Cooperation and Development (OECD NEA), the European Nuclear Education Network and other international organizations.

In 2018 Rosatom Technical Academy and Emergency Response Centre of Rosatom signed an agreement with the IAEA at the 62nd General Conference and received the status of a Center for Capacity Building for Nuclear Safety, Radiation Protection and Emergency Preparedness.

International cooperation

In 2019, the Academy received the status of the IAEA Collaborating Center for Knowledge Management and Human Resource Development for Nuclear Power and Nuclear Security. In accordance with the agreement signed at the 64th IAEA General Conference in 2020, the Rosatom Technical Academy also focused on conducting joint IAEA and ROSATOM schools on non-power nuclear applications and assisting in training materials development.

Among 46 IAEA collaborating centers around the world, Rosatom Technical Academy became the first center cooperating with three IAEA departments at once.

International cooperation

In September 2021, as part of the 65th session of the IAEA General Conference, Rosatom Technical Academy signed a collaboration agreement with the IAEA Department of Safeguards, thereby expanding the previous agreements between the organizations.

Transfer of nuclear education

The direct implementation of training for countries that have embarked upon the path of peaceful nuclear and radiation technologies development gives the Rosatom Technical Academy a vision of how important it is to have an education system in the partner country that is able to train competent graduates and highly qualified specialists at the right time and in the right amount, both to ensure the safe and timely implementation of projects for nuclear facilities construction, commissioning and further safe operation as well as sustainable development of the national program as a whole.

In this regard, the Academy cooperates with the leading industry and educational organizations for the transfer of nuclear education – assistance to ROSATOM's partner countries in assessing the condition and development of the national nuclear education system on the principle of "Life-Long-Learning" ("continuous learning") in order to create conditions for training all categories of personnel for the implementation of ROSATOM's foreign projects. The project office "Transfer of Nuclear Education "(PO TNE) provides management and implementation of the Academy's relevant projects.
