A two-week internship for specialists from Uzbekistan was held at the Rosatom Technical Academy in accordance with agreements between the Uzatom Agency and the Rosatom State Corporation on training qualified personnel for the nuclear industry of the republic. The key objective of the programme was to convey experience for establishing an integrated training system for the personnel of Uzbekistan’s first nuclear power plant. The training programme focused on an integrated approach to personnel training, studying the methodology of modern training centres designing, equipping, and functioning.
The participants were given a tour of the exceptional training facilities at the Novovoronezh enterprise, namely, simulators and mock-ups for practicing repair skills, as well as a full-scope simulator for training NPP operating personnel. Lessons at the Practical Training Centre offered a comprehensive view of NPP equipment operation, not only through cutaways and diagrams, but also using full-scale hardware, thereby converting abstract knowledge into engineering experience.
“Theoretical training is combined with the practical training at the Rosatom Technical Academy’s large simulator base. The knowledge acquired is extremely useful for us. We face a substantial scope of crucial work that will demand highly skilled specialists. The Novovoronezh branch of the Technical Academy will be an excellent launching pad for training our personnel,” said Dilmuratov Feruz Dilmurot Ugli (Feruz Dilmurotov), Chief Specialist of the Technical Department of the Directorate for the Construction of a Nuclear Power Plant in Uzbekistan.
The interns could witness the physics of the process in real time using real equipment installed at the Novovoronezh branch of the Technical Academy, free from high voltage and pressure risks. This is a vital safety measure for individuals without specific professional skills.
“Uzbekistan has not had its own experience in training personnel for NPP yet. Russia has established an educational system that turns a university graduate into a competent specialist. That is why we came to the Technical Academy to cover everything in detail. We have studied the construction requirements for the Training Centre, learned about the personnel training methods, and toured the simulator base. We intend to continue our cooperation with Rosatom,” summed up Jabborov Bakhruzjon Jafar Ugli (Bakhruz Jabborov), Chief Specialist for Industrial Safety of the Directorate for the Construction of a Nuclear Power Plant in Uzbekistan.
The programme ended with a visit to the Novovoronezh NPP. The participants witnessed how the gained knowledge is put into practice at an operating nuclear power plant. The delegation had the opportunity to observe the operation of the innovative power units.

In 2024, the Rosatom State Corporation and the Atomic Energy Agency under the Cabinet of Ministers of the Republic of Uzbekistan signed the world’s first export contract for the construction of a low-power nuclear power plant designed by Russia in Uzbekistan. A supplementary agreement on the main terms of the project implementation, signed by the parties in 2025 at the World Atomic Week international forum, provides for the construction of two high-power units based on Generation III+ VVER-1000 reactors and two power units with 55 MW RITM-200N reactors.
The Rosatom Technical Academy is an educational, scientific, and methodological centre of the Rosatom State Corporation. The organization has been specializing in additional professional education and professional retraining for managers and specialists in the nuclear energy and industry, as well as personnel certification.
In 2022, a Memorandum of Understanding was signed between the Uzatom Agency, Rosenergoatom, and the Rosatom Technical Academy. It is focused on developing Uzbekistan’s national nuclear infrastructure and raising the awareness of nuclear technology and its applications among the general public. The document also provides for the involvement of Uzbek specialists in educational and training events organized by the Rosatom Technical Academy together with the International Atomic Energy Agency.
Russia has been actively developing cooperation with all interested countries. Large-scale international projects are ongoing. Rosatom and its divisions are actively engaged in these activities.
