A meeting on cooperation between Rosatom CICE&T and Institute for Security and Safety (ISS) at the Brandenburg University of Applied Sciences in the field of professional training in ITCyber security was held on June 25th in Rosatom CICE&T.
As it is widely recognized, in the 21st century IT/Cyber security has developed into an essential field of nuclear security and international security as a whole. Hence, it is the cooperation objective to provide an ideal international training framework in this area.
Director of the ISS Mr. Guido Gluschke came to Obninsk to discuss how the Institutes can share their experience and knowledge. Rosatom CICE&T was presented by the Head of Information Security Department Mr. Marat Shakirov and the Director of Department of International Cooperation Dr. Vladimir Artisyuk. Institute for Security and Safety is an organizer of Professional Development Courses (PDC) on IT/Cyber security at ISS in conjunction with the International Atomic Energy Agency (IAEA) and its International Nuclear Security Educational Network (INSEN). Such courses are considered a “train-the-trainer” course for nuclear security trainers.
“Specialists from Russian institutions often come to the PDCs organized by ISS as well as international specialists working at (with) Russian-design NPPs. We would like to have cooperation with Russian ITCyber security experts to have Russia more involved” – said Mr. Gluschke. Thus, he emphasized participation of Russian experts in PDCs as the possible point of cooperation.
The second point of the discussion was organization of IAEA Professional Development Courses in IT/Cyber security in Rosatom CICE&T. The Department of Information security of Rosatom CICE&T has a large experience in organization of training courses and workshops. Just a week before the meeting, from 17th to 19th of June, the 5th training-methodological seminar “Information security issues in physical protection systems” was held in Rosatom CICE&T together with Rosatom Department of Information Security and State Secrets, Center “Atomzaschitainform” and Situation and Crisis Center of Rosatom. It is also worth to mention, that Rosatom CICE&T has created a successful cooperation with Japan (Tokyo Institute of Technology) in the field of 3S (Safety, Security and Safeguards) (http://rosatomtech.com/?p=414, http://rosatomtech.com/?p=1121).
The next step in the cooperation between Institute for Security and Safety and Rosatom CICE&T will be participation of Mr. Gluschke in annual International Workshop on Nuclear Security Culture organized by Rosatom CICE&T in the fourth quarter of 2014. “Security culture is one of the main interests for Rosatom CICE&T”. – said Dr. Artisyuk – “The Institute is a traditional platform for organizing workshops in this area” (http://rosatomtech.com/?p=1078).
