Establishment of the International Center for Personnel Training on the base of CICE&T with the aim to train specialists for nuclear infrastructure in new-comer countries and operational staff for NPPs to be built by Russian design was first announced by Director General of IAEA at the 55-th Session of the IAEA GA in September 2011. Recognizing that training of new generation instructors with both professional technical competencies and cross-cultural communications skills is one of the key objectives of the Center, an institute-level project was initiated starting from October 2011 to provide opportunity to master specialized English. With the approval of heads of the CICE&T departments and units, candidates were identified for study programme to be concluded by qualification exam “English for International Communication”. On 24 July 2013 a final exam was held for the first group comprising 8 staff members of Department of International Affairs, of them 3 managers and 5 instructors. Heads of other departments closely related to international activity, namely the methodological Center of technical training facilities which develops guidance materials for countries recipients of Russian technologies and the department of international information technologies providing support to video conferences with IAEA and other international partners were also invited to take part in the exam.
